祁建平，1982-1986年在西北政法大学法学院学习，获法学学士学位；1986-1989年在中国政法大学研究生院学习，获法学硕士学位；1989-1992年在甘肃政法学院法律系工作，任法理教研室主任；1992-1994年在甘肃省第三律师事务所从事专职律师工作并任该所国际贸易部主任；1995-2001年任甘肃合睿律师事务所主任；2002年在罗马第二大学学习欧盟法律制度；2003年6月起在肇庆学院政法学院从事法学教学科研工作，先后讲授《法理学》、《现代西方法理学（法哲学）》、《中国法制史》、《外国法制史》、《西方法律思想史》、《外国宪法》、《比较宪法》、《比较司法制度》、《西方法学名著选读》、《刑事辩护学》等课程；发表学术论文30篇，出版专著1部《依宪治国专题研究》，参编统编教材1部（《外国法律史》）；主持省部级项目3项、市厅级项目5项；主要研究领域为法理、法学教育、法治、司法制度与律师实务等；兼任中国比较法研究会理事、广东涉外投资法律学会常务理事、广东金桥百信（肇庆）律师事务所律师、肇庆市人大常委会立法咨询专家、肇庆市地方立法研究评估与咨询服务基地主任、肇庆仲裁委员会委员兼仲裁员、肇庆市人民政府法律顾问。

    Jianping Qi, 1982-1986 educated in the law school of Northwest University of Political Science & Law then conferred with a bachelor's degree in law; 1986-1989 educated in the graduate school of China University of Political Science & Law with a master's degree in law; 1989-1992 worked in the law department of Gansu University of Political Science & Law;1992-1994 worked in the Third Law Office of Gansu Province as a full-time lawyer and director of the international trade department; 1995-2001 worked and directed Gansu Herry Law Office; 2002 visited the Second University of Rome to study EU law system; since June in 2003 worked in the faculty of political science & law of Zhaoqing University and engaged in the teaching & scientific research on jurisprudence & law, then taught “Jurisprudence”, “Modern Western Jurisprudence, Philosophy of Law”, “History of Chinese Legal System”, “History of Foreign Legal System”, “History of Western Legal Ideas”, “Foreign Constitution”, “Comparative Constitution”, “Comparison of Legal System”, “Western Classic Anthology of Law”, “Criminal Defense” and so other courses; published 30 academic theses and 1 monograph publication “Research on Governing Country by Constitution” and 1 unified-teaching textbook “History of Foreign Law”; presided 3 provincial-level scientific research projects and 5 city-level ones; Main research fields include jurisprudence, legal education, the rule of law, judicial system and lawyers’ practice, etc.; concurrently hold positions of the director of China Comparative Law Association, executive director of the Foreign Investment Law Society of Guangdong, lawyer of Guangdong Kingbridge (Zhaoqing) Law Firm, legislative consultant of People's Congress Standing Committee of Zhaoqing City, director of Zhaoqing Research-Assessment-Consultation Base of Local legislation, commissioner & arbitrator of Zhaoqing Arbitration Committee, legal adviser of the People's Government of Zhaoqing city.
